ln 1999, the Center for Democracy and Development (CDD), in collaboration with the Friedrich Naumann Foundation (FNF) embarked on a study of key institutions of
democratic governance in Ghana's 4th Republic, including Parliament. The final report reflects the professional judgments of CDD experts, specialist consultants, findings from surveys of elite and mass opinions as well as focus group discussions and various stakeholders. The report also includes two appendices: Proceedings of a stakeholder workshop on the Draft Report and a review of selected legislation passed by the Parliament of the Fourth Republic.
